Surely he was having a laugh and his serious delivery was his attempt at deadpan humour?
This is, after all, from a Labour government which is responsible for the biggest budget deficit since the Second World War and annual borrowing which is so high that only Egypt, Pakistan and Hungary are borrowing more.
Darling must be moonlighting as a comedian (we knew that anyway, what with those eyebrows...)
