Isn't that supposed to be "My fellow Americans..."?
The cynic inside me says the new superstar of world politics, the 44th President of the United States, was trying to appeal to the global audience who welcome his election. Hence, "My fellow citizens..."

I began to check history and how the other 43 Presidents began their Inaugural Speeches. I found this website interesting: http://www.bartleby.com/124/
Washington: 1) Fellow Citizens of the Senate and of the House of Representatives 2) Fellow Citizens Jefferson 1) Friends and fellow citizens 2) Fellow Citizens Lincoln 1) Fellow Citizens 2) Fellow Countrymen and so forth. It seems that My fellow Americans is quite recent. No debate - just curious.
